Change “Slash: Reduce any Adventurer’s HP by 10.”
To

Soul Slash: Reduce a Monster’s HP by a random number up to 20. Increase your own HP by half of that number, rounded up.

Change “Retreat: Until your next Battle Action, you may not be the target of Battle Actions.”
To

Retreat: Reduce your Merit by 10, to a minimum of 0. Until your next Battle Action, you may not be the target of Battle Actions.

Change
“Claw: Reduce any Adventurer’s HP by 40.”
To

Claw: Reduce any Recovering Adventurer’s HP by 40.

Zero sum games should limit who can gang up on whom, somewhat.

Recovering Adventurers have just been fighting, so they should be the ones available for a Monster attack.

imperial Claw is good but will discourage players from starting or joining battles. Feeling lukewarm about introducing dice.

Dice is eh, I mostly just want there to be a self-interested reason to attack the Monster.

no dice against
there should’ve been at least a minimum to that move i.e. random number between 10 and 20.
also not liking forcing who the monster can hit, should be able to hit anyone but maybe do less damage depending on who it hits

Rolling DICE10 and adding 10 seemed unnecessary. I don’t mind sometimes “missing” with a 1-3, and “crit-ing” other times.

Sure, less dmg for those not in combat would be another good way to limit it. I guess you’re going for thematic? I’m often just focusing on game theory aspects: how to prevent obvious teaming from being the dominant strategy, vs personal tactics. To each his own plans.
