Add a new rule, called Sticky Fingers, with the following text:
Each Group may be carrying up to 2 items, which are publicly tracked and default to carrying no items. Items that can be carried must be defined in this rule. If a Group would gain an Item and doing so would cause them to be carrying more than two Items then they do not gain that Item.
Items can have an effect, which must be either On Use or Ongoing. An Item with an On Use effect may only be used to generate that effect as defined by the ruleset; an Item with an Ongoing effect has its effect passively while held. Item effecs affect all Visitors in the Group that holds them.
The Items that can be held are as follows:
* Brisket. On Use: Enables Rushing a Queue (see the rule Rushing Queues).
* FastPass. On Use: A single Visitor in the Group, chosen by the Group, gains the Admit effect of a single Attraction instantly.
* Giant Stuffed Bear. Ongoing: All Visitors in the holding Group have the stamp V; this is not lost if this Item is no longer held.
Add a new Attraction to the Attraction List, with a title of Bucky’s BBQ Stand, and the following text:
Bucky’s BBQ Stand is a Queue. Its front effect is: Admit 3: Gain 1 Brisket.
Rewrite the rule Rushing Queues to read as follows:
Once per Turn, a Group may use a Brisket that it is holding to have one of its Visitors Rush a Queue. When a Visitor Rushes a Queue, they roll DICEX where X is the number of Visitors currently in that Queue who were added to it during the current turn. They then themselves to the back of the Queue, then advance that many places in the Queue.

I think there’s a problem with the Giant Stuffed Bear. Since it has an Ongoing effect if held, that means that when not held, the Ongoing effect is lost. For the Bear, it’s:
“Giant Stuffed Bear. Ongoing: All Visitors in the holding Group have the stamp V.”
which implies that if a Visitor is not holding the Bear, the Visitors in the Group no longer have the stamp V. This directly conflicts with this stamp rule:
“Stamps cannot be lost once gained except by CfJ or by the repeal of this rule.”
Stamps should probably not be part of Ongoing effects, unless it’s a means to allow a stamp to be earned. In other words, don’t make the stamp part of the effect itself, but have the effect allow the Visitor(s) to do something to earn the stamp that they otherwise could not do without the Ongoing effect.
