Create a new rule entitled “Victory”:
If an Admiral controls a Fleet that contains a Captain or Commander of every Ship Class, that Admiral has achieved victory.
We should add a ship-capturing mechanic to make this achievable within a reasonable time-frame.
Does that mean “a Captain of every Ship Class or a Commander of every Ship Class”, or “an Officer of every Ship Class, where both Captains and Commanders count as Officers”?
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
