If Proposal: Security was not enacted then this proposal has no effect.

Enact a new dynastic rule, called Tools of the Trade {M}:

As a Heist Action, a Participant may add, remove, or change one character of a Mutable rule into a single other character, where a character is defined as one of the 26 letters of the English alphabet, its 10 numerals, commas, spaces, hyphens, apostrophes, and full stops, provided that after the change the following conditions are all met:

* Every word in the amended rule is a word in the English language.

Enact a new dynastic rule, called Oversight {M}:

A Mastermind may, as a Heist Action, revert the effect of one Heist Action performed by a Participant on their own team in the preceding 24 hours. This does not count as reverting the historical fact of the successful completion of said Heist Action.

There are two potential scams on this one:

a) the “add, change, or remove one character” doesn’t specify what to change it to. It should clarify that a character may only be changed into another single character.

b) there are a number of symbolic characters (mathematical notation, etc.) that can be used like words but are not words, and using those would probably be overly powerful (in addition to causing debates about legitimacy); you should probably have a list of acceptable characters (e.g. English letters, digits, spaces, hyphens and apostrophes) so that people don’t try to use obscure characters from outside the list.

At the moment the rule permits adding a character, changing a character, or removing it into a single other character; you probably want to swap the order of “change” and “remove”.

This looks OK now.

This is one of those rules where we’re going to be discovering new implications throughout the whole course of the dynasty, but I’m excited to see where it ends up.

I don’t think it would matter if there was another votable matter called Security anyway. The rule Names says that all references are to the most recent one.
