Enact a rule, “Giving Insight” as a subset to “Insight” as such:
As a once per day action, a Believer may give 1 of their insight to any other Believer or 2 of their Insight to any Believer belonging to the same cult.
Mostly messing around, but it may be able to create barter situations, favors, and unholy alliances.
even though there is no net gain? And 1/2 insight is not a whole lot, considering the other gains.
“Have the most Insight” is the victory condition; if I have a trusted ally who will just give me any Insight they get, that’s a potential 14 Insight per week - more than anyone has managed so far. I’m not convinced the risk of betraying shared Cult identity is enough of a counterbalance.
That’s assuming you have a willing accomplice. But, it’s a fair point. It could easily lead to the Kingmaker effect. 
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
