if the proposal Delayed Gratification (https://blognomic.com/archive/delayed_gratification ) has not been enacted, this proposal has no effect.

make a new rule titled “Dynastic Quirks” and make the rule titled “Dynastic Actions” a subrule of it.

make a subrule of “Dynastic Quirks” titled “Dynastic Proposals” with the text:

If a proposal upon finished being enacted would result in a new action being present in the ruleset, one that isn’t just a modified action that was already there, that only Islands can take and the rule which contains the aforementioned action does not begin with the text “DELAY:”, then the admin enacting that proposal must introduce the text “DELAY:” at the start of that rule as part of enacting that proposal.

makes delaying actions mandatory

How does this handle amendments to actions? If the new version is considered a “new action”, this would shut it down for the rest of the round.

“the admin enacting that proposal should” doesn’t make it mandatory; it wouldn’t be breaking a rule for the admin to forget or decline to introduce the DELAY.

good thing i checked back within the time limit.
i have changed ‘should’ to ‘must’. i was worried about something that i realized isn’t a problem.
made it more clear that the rule has to be new and not just a modification of an existing one.

I guess how to handle modifications of actions (the current round’s players should probably still be able to take the original, while the next round’s should only take the replacement) is a wider issue of the DELAY system.

It’s not great that if an admin doesn’t clock that something is “adding an action”, the ruleset becomes invalid. In fact, this should probably also clarify that it only applies to “Mandatory Actions” and “Optional Actions” (other actions that players can take aren’t really relevant to the DELAY system).

Less importantly, why is this all going into a “quirks” rule instead of the “Delayed Rules” rule?

clarifying for usability is well and good but for the purposes of this proposal passing, since it’s past the window of editing, i believe that’s not an issue since Dynastic Actions state “All Dynastic Actions must be either Mandatory or Optional.”

i couldn’t come up with definition of “adding an action” that wasn’t wishy washy so i thought that the CfJ system could cover that issue if necessary.

i put this under the quirks rule since it modifies how proposals are processed, it seemed to me to be more similar to the Dynastic Actions rule than Delayed Rules rule.

“All Dynastic Actions must be either Mandatory or Optional.”

Hmm, I missed that. That means that the main “When it is an Island’s Turn, they must carry out the following atomic action” is itself a Mandatory Action (it must be one or the other, and when something is undefined it defaults to the alphabetically earliest). That’s bad. I’ll raise a CfJ.

Adding DELAY at the start of the rule containing the action wouldn’t necessarily delay the action, might just delay some other unrelated paragraph.

I agree with Vovix’s reading that “Any rule that begins with the text “DELAY:” is considered to be a Delayed Rule” means that adding DELAY: to the first paragraph switches off the whole rule.

against CoV because switching off the whole rule is overkill: if I amend a Tectonic action, this switches off the whole Tectonic rule, temporarily erasing (and blanking) everyone’s Pressure and Altitude scores.
