Proposal: going the way of atlantis

Vetoed by chronos phaenon within an hour of being posted.  Failed by Excalabur shortly after that.  93 minutes from posting to failing—I’m impressed. (voting was 1-1)

Add to 10.1 Territories:-

Whenever a Country’s Proposal gets only AGAINST Votes from other Countries , and the Proposal has not been Vetoed, then roll DICE2. On a result of 1, a Territory controlled by that Country is destroyed and removed from the World along with all its dependent sub-entries (such as Transport entries to or from there and the adjacencies of other Territories), or a Homeland Territory controlled by that Country becomes uncontrolled and its population is converted into native population. Any Country may enforce this. If the Proposing Country is a Government-in-Exile, it is obviously immune to this effect.

against Reasons:
1: Countries should be ENCOURAGED to post proposals, and the marco polo-rule isn’t half as game-changing as this one.
2: The country enacting the destruction seems to be the one choosing the territory, which seems a bit unfair.

We do need some way to speed things up a bit, but I feel this isn’t the right way. I’ll see if I can come up with something better.

veto Though the idea is VERY good,

“a Territory controlled by that Country is destroyed (...) or a Homeland Territory controlled by that Country becomes uncontrolled (...). Any Country may enforce this.” is too vague about which territory is affected, amounting to whichever one the enacting admin likes.

I don’t mind this proposal, except for the ‘enacting admin’ factor.  Re-upping w/ that fixed would be good.

If you were going to do this, though, changing the marco polo rule to remove the DICE2 again might be a good idea.
