Add a new rule to 2.3.1 Voting Events called “Grace Period”
If a contestant has been registered and active for less than a period of 72 hours, he may be excluded from 1(One) voting event during the Grace period of 72 hours or until he has accumulated enough fame to be able to contest(have a chance) in the voting events, whichever goal is completed first.
I see all sorts of people using commentary as part of the actual proposal.
What they’re using is what Bucky’s talking about, the “Blockquote” option. See how the other peoples’ text has a whitish background, while this Proposal’s text has a blue background?
The part of this Proposal that is in the “Commentary” field cannot do anything, as per Glossary Rule 3.1.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
