Add the following sub-rule to “Buildings” called “Build Cycle”

As a weekly role action, an Arsonist may set the state of any building which is not secure to burned
As a weekly role action, a Vandal may set the state of any building which is public to tagged
As a weekly role action, a Carpenter may set the state of any building which under construction to public, or which is burned to under construction.
As a weekly role action, a Mayor may set the state of any building which is tagged to public
As a weekly role action, a Sheriff may set the state of any building which is public to secure or which is secure to public

Although I don’t think this actually allows the action to be taken except by Amnesiacs who actually have the Role: somebody with a Posture of Arsonist is not “an Arsonist”.

I see the intention is that the criteria is met by “Role Actions are a type of Action which may only be performed by any Amnesiac who has a Posture which matches a Role specified by the Role Action”, but I don’t think they add up. It’s like saying “the Cooking action may only be taken by a person in a Chef’s Hat” and “as the Cooking action, the Chef may Cook”. The action is restricted to someone who meets both criteria: a Fireman in a Chef’s Hat cannot cook, a non-Arsonist Amnesiac with an Arsonist’s Posture cannot commit Arson.

I’ve proposed a fix, anyway.
