Add a race:-

Cyborgs: Cyborgs have the characteristics of both average guys and robots. When taking an action which involves a Cyborg population, a Country may choose to treat that population as either average guys or robots for that action. For any requirements which are continuous, instead of single action, cyborgs count as both average guys and robots (this may mean that the population units are counted twice). For feeding, cyborgs count as both normal guys and robots, and thus eat both petroleum and grain.
