Add to the rule “The Hard Rules”:
Any new rule created by a proposal becomes a sub-rule of this rule, unless explicitly stated otherwise by the proposal.
In the ruleset, change the rules titled “Protected Documents,” “Clean Slate,” and “Inventory” to be sub-rules of “The Hard Rules.”
According to 2.2.1, Dynastic Travel: “A Time Monk is subject to the Dynastic Rules of the final ruleset of the Dynasty that they occupy, as well as the Core Rules, Glossary and Hard Rules of Dynasty 100,” which implies to me that a Monk occupying any other Dynasty in not subject to any rule of Dynasty 100 that is not a Hard Rule.

The separation between the Hard Rules and dynasty-100 specific rules seems useful.
