Add a new paragraph to the subrule Beer Seller. It shall contain the following text:

If a villager is Drunk, any actively taken in game action has a 45% chance of failure. An actively taken in game action is any action in which the villager has to specify that they are doing or requires choosing a target. Actions that are not effected by this rule are voting, or murders by werewolves The change into wolf form purges the alcohol from their system, and the Night Watchman’s automatic actions. Instead, if the Night Watchman is drunk, in the list of people seen out at night, N will equal two thirds(rounded up) of all living Villagers, excluding the previously selected werewolf.

Will this work, or did I miss some horrible error in what this will do?

This doesn’t work for any action that’s endlessly repeatable - if the barber can’t shave properly because he’s drunk, he need only email the Mayor saying “I shave target’s back, and again, and again, and again, and again”.

It’d work better if you sharpened it to only affect a clear range of actions; perhaps Daily and Weekly Actions, saying that before a drunk person attempts such an Action, they have to roll, and if they fail then the Action’s used up and wasted for that day.

(You also forgot to clarify how the 45% is checked, and by whom; presumably a GNDT die roll by the action-taker, but you should say this.)

against Agree with Kevan. Also, (as was pointed out in my first proposal) we should specify that a Drunk is unable to give away his Ale Tankard to another villager. Otherwise he won’t remain drunk for long.
