Proposal: High time

Add to Arrow of Time:

A Local Proposal may not be enacted if it has not been open for voting for at least 24 real hours.

This is to allow time for people to move around and vote against a proposal, or for the Arbiter to veto it.

against Shouldn’t be an issue—if it’s getting enacted that fast it is at quorum, and that assumes a lot of people in the same place.

Is this going to be an issue?  The only way for a Proposal to be Enacted so fast is if it reaches a Quorum of FOR.
