To the rule “Imaginary Friends”, add a subrule “Queen Bee” with the following text:
Queen Bee votes FOR any proposal that adds additional rules and/or behaviors or amends previous rules and/or behaviors to Queen Bee, or which adds and/or amends rules and/or behaviors to bee-related things, and AGAINST repeals of same, otherwise defers to her Best Friend.
She considers “bee-related things” to mean Imaginary Friends who are bees (such as herself), and any matter or Imaginary Friend that mentions bees, parts of bee anatomy, beekeepers, beeswax, bee communication, honey, royal jelly, bee hives, bee larvae, honeycomb, bee stings, pollen, and/or flowers.

I think the terms “complexity”, “quantity”, or “bee-related” are ill-defined. What does it mean to add complexity to a rule? It’s important to use terms that are unambiguous and write rules with clarity when playing nomic, because any ambiguities are going to be exploited as loopholes.
You reference flowers, a data point that is not yet defined. Generally it’s good form to create a separate rule explicitly states, “Each Child has a number of Flowers, tracked in the GNDT, that defaults to x.”
What would happen if two Children have a tie in the same number of Flowers and neither of them was the creator?
