In the definition of “Hiatus” in the rule Keywords rule “Other”, change

Proposals may not be submitted or Resolved

to

Proposals may not be Resolved, and Proposals may not be submitted unless the Hiatus is solely due to the “Dormancy” Special Case Rule

Activate the Special Case rule “Dormancy” and append the following text to it:

However, despite the Hiatus, Proposals can still be submitted.

Proposals are the lifeblood of a dynasty, and without them dormancy is self-reinforcing.

Not really getting this: is it so that people can make big dynasty-ending/fixing proposals, or so they can carry on playing as normal?

Looking at the past few Dormancies (January 2020, May 2019, September 2018) they’ve all happened after three or more days without proposals, so playing as normal doesn’t seem relevant.

And two of those Dormancies ended with CfJs (one to coin-flip, one to switch off Dormancy and speed up the endgame), which shows that we already have a way to do the dynasty ending/fixing thing. It also makes more sense for these calls to be made by the few remaining players, rather than asking someone to join the game to end the dynasty.
