Proposal: I Can Let You Do That, Dave

In “The Ship’s Computer”, after “the Ship’s Computer is not considered to be a Crewmember” add:-

and cannot cast votes on Missions or Trials

And add a paragraph to that rule:-

Command Quorum is the Quorum of all Crewmembers who are not Disabled.

After “A Disabled Crewmember may not take any action under a dynastic rule,” add:-

nor cast votes on Missions or Trials

Replace “Quorum” with “Command Quorum” throughout the dynastic ruleset, excluding the rule “The Ship’s Computer”.

It looks like the Ship’s Computer can vote on Trials and Missions at the moment, because although it’s not counted as Crew for the dynastic rules, Votable Matter voting is done at the Core level. If I’m not voting on them I shouldn’t count for quorum on them, and the same should probably go for Disabled Crew.
