Before the last paragraph of the rule Votable Matters, add:
If the Warden believes that a Prisoner has erroneously made a Post that should be a certain type of Votable Matter but is not, the Warden may modify that Post so that it is that type of Votable Matter, or, if they are not an admin, request that an admin do so. If the Prisoner that originally made that Post then comments voting to VETO the Votable Matter, the Warden or the admin who made the change must revert any changes made to that Post.
Does this work?
It’s very dangerous to have any mechanic that can change the type of a post, except very close to when it was created.

It’s unnecessarily risky to extend it to all Votable Matters, when it only ever happens with Proposals. In other dynasties, having created a certain type of Votable Matter may trigger further effects (even if the type is later changed back), and there are cheap Warden scams in “believing” that somebody’s pending proposal was actually intended as a Declaration of Victory, or vice versa.
