Add a new rule to the ruleset, called “Occupancy”, with the following text, in such a position in the dynastic ruleset that it would become the Zone that included floor 25:

Each dynastic rule may contain a special Zone Rule, which is identifiable by having a distinct background colour from the rest of the dynastic ruleset. A rule’s Zone Rule is Flavour Text for all Citizens who are not occupying that Zone; otherwise it is normal ruletext.

Add a Zone Rule to the rule called Occupancy with the following text:

Admin Department: Any Citizen who is occupying this Zone may, as a weekly action, move the Zone Rule from one Zone to another Zone that does not already have a Zone Rule, without in any way otherwise altering its contents.
