Rule 2.7 requires Movements to consist of words, and “posterism” is not a word. Therefore, if Bucky’s Movement field in the GNDT is still “Demotivational Posterism”, set it to blank.
A word is a word if it is used. Whether it means anything is a different question, but it is always still a word. 
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

Given that the rule didn’t explicitly require the words to be selected from any specific vocabulary (or even language), I conclude that neologisms are allowed.
