Idea

Here’s my solution to the problem:

During a Hiatus, no game actions other than voting on the DoV may be taken.
If a DoV reaches quorum FOR, it is passed.  If a DoV has enough AGAINST votes that it cannot pass, it may be failed.  If it does not reach either of these states in 48 hours, any admin may pass it if it has more FOR than AGAINST votes, and fail it if it does not have more FOR than AGAINST votes.  All other types of votes on DoVs will be ignored.
If a Player posts a DoV that is failed, that Player may not post any more DoVs for the rest of the Dynasty.

Hey, and if it gets to a state where all non-idle players have made failed DoV’s, it automatically enters a metadynastic period.  I’m liking this already.

CfJ must not be suspended while at hiatus. What we need is a way they don’t hamper the advancing of the game.

Why do we need cfj’s during a hiatus?

Because we need them should a emergency happen.

The whole point of CFJs is that no matter what’s happened, one should still be able to make a Super-Proposal to fix things that won’t be effected by things that effected mortal proposals.

I have a idea to fix CFJs during Hiati though. We could put tags in the title like we did way back when there were Trival proposals. [DoV-Pass] would mean that DoVs couldn’t pass while we were waiting. [DoV-Fail] would prevent them from being failed. [Critical] would start a Hiatus for such things as emergencies.

I agree with Rodney that CfJs should have a higher priority than any other game event, including DoVs.

In other words, I think CfJs should be legal during the haitus. I don’t like the way they currently extend the hiatus, though.

Although I wonder why anyone thought it was a good idea to not allow CFJs to fail via a Quorm of againsts

And i strongly disagree with the one DoV-per-dynasty.

And it seems that a large fraction of DoVs have relevant CfJs during them, so suspending those are also a poor idea.
