Maybe not yet, but it might be a good idea to make the PNG penalty more severe.  The purpose of the PNG list is to discourage idling for advantage.  And the werewolves get at least two advantages that I can think of by Tiberias’s idling.

I can only think of one advantage, but it could easily be fixed by reword the rule to cover idle, dead villagers as well as active ones.
