If there is a rule named “Into The Storm”, replace the bullet point that begins with “Any district that is Abandoned” with the following text:
* Any district that is Abandoned may no longer gain People and may not React to Dilemmas, except to execute the “Pass” atomic action if it exists in the rule named “Reactions”.
I don’t want abandonment to be a knockout state that precludes resettlement by a handful of new arrivals. I’d rather have it force the Abandoned districts to use their Dilemmas to obtain more People if possible.
My impression was that “The Storm” was meant to generally prevent new arrivals, but you’re right, this is only forcing that issue on Abandoned Districts.
What do you think about removing “Gain 5 People” from the Upsides as a more thematically-correct way of presenting “The Storm”? Conditions are so harsh that there will never be any new arrivals during that situation.
Time is running out on edits, so I think I’ll just leave it as is. If you want to deal with the issue of Abandonment being a knockout state, it’s probably best to handle it as its own Proposal. I’d rather keep this one focused on the one issue of Idling.

Might want to factor in the chance of One Thing After Another enacting; there’s no reason, I think, why Abandoned players shouldn’t be able to actively pass on Dilemmas.
