Add the following to the end of the first paragraph of the rule “Visitors”:
The names of Visitors that were created under the control of currently-idle Groups continue to be publicly tracked; these Visitors are known as Sleepers.
In the rule “Money and Items”, change
unless doing so would reduce that Money below zero,
to
unless doing so would reduce that Money below zero or that Visitor is a Sleeper,
