A UN Resolution is Popular if and only if it has a Support that equals or exceeds UN Quorum. A UN Resolution may only be Unpopular if it is not Popular. A UN Resolution is Unpopular if it has an Opposition that equals or exceeds UN Quorum. A UN Resolution is Unpopular if it has been open for voting for at least 48 hours and is not Popular. A UN Resolution with a number of CICs who are not voting AGAINST it less than Quorum is not made unpopular by that cause.

As one of the players not named in the Western Coup v2 Resolution, I’d obviously prefer it if UN Resolutions could still be failed on the grounds of simple AGAINST votes.
