Proposal: If you don’t die, you’ll win.

Add to the Rule entitled “Clones” (if existing) a subrule entitled “Last man standing”:

If there is at any time only one Citizen who has a Clone-Number of one, this Citizen achieves Victory.

We do this every time, we have “deaths”, don’t we?

S/K against At least there should be sth. like “If there is at any time only one Citizen who has been the only Citizen who has a Clone-Number of one for a period of at least 48 hours, this Citizen achieves Victory.”

But dying should be a significant disadvantage (more than resetting some values), any ideas?

against No we don’t, and for good reason. If we do have a last-man-standing victory, it should at least count all 6 clones rather than 1.

However, the more obvious victory condition would be getting a high Clearance level. After all, Clearance is how the Computer rewards trusted Citizens. Staying alive is simply a sign of being competent and not treasonous. Are you implying that we have incompetent and/or treasonous Citizens?
