As far as I can tell, idle Snails can’t create CFJs (the “Calls for Judgement” rule doesn’t specifically mention the ability for idle Snails to create them, and the CFJ rule isn’t in the list of rules in “Idle Snails” in which “Snail” refers to idle Snails too).

This is probably a mistake, and we should probably fix it (it seems useful to be able to create CFJs while idle, e.g. in case there is a bug that causes us to be unsure about who’s idle and who isn’t), but it means that this CFJ was illegally created and thus can’t be enacted.

I’ll create a duplicate CFJ myself, in order to ensure that there’s a legally created version.
