In the rule Resolution of Proposals, change “It has been Vetoed or Withdrawn” to “It has been Vetoed and/or Withdrawn”.
Clarifying that this is an inclusive or rather than an exclusive one, to forestall the possible argument that a proposal that has been both vetoed and withdrawn is actually not unpopular.
Why this one in particular? The core rules have a couple of hundred “or"s in there, including big ones like “may submit a Proposal to change the Ruleset or Gamestate”, and CfJs only being allowed if there is disagreement or urgency.

I think you know my proposal style well enough by now to appreciate that sometimes a very narrow scope is better. Look, even Bucky voted for, that never happens.
Would the fact that this particular or is explicitly stated to be inclusive make it a reasonable interpretation that the others are exclusive?
