Proposal: Insufficient Postage

To the rule “Cults”, add to the beginning of the final paragraph:-

Believers may send Private Messages to the Auspex at any time.

Just some bookkeeping. As pointed out by Clucky in voting on What Is A Private Message, some types of Private Message are gamestate (because the ruleset regulates their deletion), yet no method is specified for their creation, meaning that under Rule 1.1 (“Gamestate can only be altered in manners specified by the Ruleset”) they cannot be legally created. This fixes that.

(I will be treating any join/confirm messages received prior to this proposal’s enactment as illegal.)

I think, the deletion of those is not regulated in the ruleset, so they are not gamestate and thus, legal. I am not too sure about that, though

[Josh] They’re fine because “As a daily action, a Believer may attempt to form a new Cult by sending a Private Message…”, but the joining and confirming are just passive “if this message exists somehow” effects.
