I’m not sure what problem this is solving, given that a Cell’s Ideology can only change through the Cell themselves changing it

If you’ve forgotten your Ideology you can request a reminder, the Appendix covers it with “If a Cell should already know such a piece of information (in that the Ministry of Information has already told them it, or vice versa, and there is no way that the information could have been changed since then), the Ministry of Information may repeat it to them.”
