In the subrule “Features”, add to the list “Glyphs and Sigils” the following bulletpoint:
- All Vampires who do not have an engraved Sigil here lose 1 Puissance, unless they are Dust.

“Spend until you get to exactly 1” is getting a bit boring now, don’t you think?
If someone is on zero Puissance and has to lose 1 Puissance then the whole atomic action fails.
I don’t think it’ll be that big of a problem - the next Crypt entering is almost certainly going to happen before this enacts, and it’ll give everyone at least 1 Puissance.
@Kevan: I think that’s intentional, otherwise you just spend down to 2 Puissance instead.
[Ais] Meant as a response to it not being “that big of a problem” to players with low Puissance. (I’m okay right now, but potentially die at 1 Puissance because I owe a Favour.)
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.

Needs a clause that lets people with 0 Puissance not lock down the game.
I also worry this would be unfair to people who have dropped down to 1 Puissance and now would be at serious risk of getting dusted
