Add to rule 2.1:
A befuddled must have an IQ greater than the average (to be calculated at the time of the Declaration of Victory) of all players’ IQs in order to achieve victory.
Normally I’d be FOR a rule such as this, but I think it’s a bad idea to let this one pass at this time. If another proposal establishing another victory condition is first passed and established, I would vote FOR.
I dislike just saying that someone can’t achieve victory; this just means that one someone wins (which is usually around the time we’re all bored of the dynasty anyway) they use a proposal to change their IQ.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
