Create a new rule, “Elder Groundhog Wisdom”:
As a weekly action, a Bill Murray may remove a single step from a Good Deed as long as no Bill Murray has previously completed that step.
With their votes to this Proposal, Bill Murrays (including the Phil) may include the name of a single Memento. For each Memento named on at least 3 EVCs which contains the name of a single Memento, flashback that Memento.
