If there is a rule “X Marks the Spot”, change the text “three Landmarks at random” in it to “three different Landmarks at random”
Otherwise, for each Island with more than one of the same Landmark, remove all but one of that Landmark from that Island.
Note: This will have no effect if the Pirate hasn’t had a chance to Draw the Map before it enacts (which could happen very easily if the queue clears itself out in one go).
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.

Note: I suggest simply changing the step in the rule X Marks the Spot to “For each Island, the Pirate selects three different Landmarks at random. These become that Island’s Landmarks.”; I can hold off on Map Drawing, until after this fix. (I was going to wait for System of Trust to pass, anyways.)
