Add the following as a new paragraph to the rule “Supply Requisitions”, directly after the first paragraph:
A Zone Rule may contain a cache, which is a list of items with each Item assigned a range of numbers within 1 and 100 inclusive, known as that Item’s Range. Each Item’s range of numbers may not overlap within a single Cache and the entirety of all Items ranges must as written include all numbers in between 1 and 100, inclusive.
Reword the rule “The Clock” to the following, leaving all sub rules of said rule as they are:
When a proposal enacts that includes the sentence “Advance Time.”, the enacting admin must perform the following atomic action known as “Chiming the Hour” as part of its enactment, immediately after marking the Proposal’s status as Enacted:
For each Citizen in a Zone which has a Cache, if that player is on a Floor which is a Breaker, take the result of a DICE100: that Citizen gains an instance of the corresponding Item from the Cache. Otherwise, reduce the upper limit of the Range of each Item in the Cache by 5 for the purposes of applying the results of the next die roll corresponding to that Citizen, then take the result of a DICE100: that Citizen gains an instance of the corresponding Item from the Cache, if there is one. If reducing the upper limit of an Item in that Cache would place the upper limit below or equal to the lower limit for that Item, then instead remove that Item from the Cache for the purposes of applying the results of the corresponding die roll.
Adding a purpose for floors being breakers, in addition to defining what a Cache is a little more specifically. As a side note, this proposal must by necessity advance time, as a result of rewording the Clock rule. I decided to make this a movement proposal so that if this enacts players can make sure that they end up on floors with breakers if they wish to do so.

“A Cache is a Zone Rule that consists of a list of Items” means that if a Zone Rule has any text other than a list of items, it ceases to be a cache. Might want to be less specific.

Your phrasing is contradictory because it implies that the zone rule both is the cache and has a cache. And you say “each cache in the Zone” but if the zone is the cache, a zone can’t have multiple caches.
Also, maybe it’s just me but I’m struggling to understand the part about the dice rolls. Everything after “Otherwise” is confusing to me.
Also also, typo in the first sentence “includes of a list of items”.

Hm, true. I was laboring under the impression that zones could have more than one zone rule. I don’t see the typo you are supposedly pointing out though.

How’s it look now? Essentially, everything after “Otherwise” is basically saying that if the floor that you are on is not a breaker, you are less likely to get Items from the cache when the die roll is made.
