Change the front effect of the Food Court Line from “Admit 1: Move the Visitor to the Food Court” to:-

Admit 1: If the the Visitor is carrying Food, move them to the Food Court; otherwise move them to Security.

Add a subrule to “Attraction List” called “Security”:-

Security is a Gated Attraction. A Visitor in Security may only perform a Traffic Action if the Group performing it pays $20 immediately before doing so.

Patrons are reminded that only food and drink purchased from concession stands can be consumed at the Food Court.

I think it’d be simpler and better to admit larger groups to the food court.

Also, “Change the front effect of the Food Court” should change the Food Court Line instead, as the Food Court has no Front Effect.

There’s currently a split of opinion. Kevan thinks that “as though they controlled the Robot” is enough to move it out of the Bathroom or pay to buy it out of Security. An alternate interpretation is that the Robot Operator doesn’t control the Robot and therefore doesn’t need to pay.

Since all of the ways to move out of an Attraction are Traffic Actions at the moment, this proposal could be re-worded to make it more clear that it applies to the Robot Operator and the Robot as well.

“A Group must pay $20 in order to have a Visitor in Security take any Traffic Actions that the Group would otherwise be able to have that Visitor take.”

This might cover some non-moving Traffic Actions as well, but so what?

Traffic Action is a good call, “in order to move a Visitor” does risk tripping us up if a proposal passes that moves Visitors around somehow. Proposal updated.

The Robot’s behaviour around Security and the Bathroom seem like a wider question we should look at separately.

It’s intended as a simple but strong “don’t do this” mechanic, which might be useful for other things. As applied to the Food Court, it’s not something that players will stumble into accidentally.
