Create a new rule under “Personal Belongings” entitled “Salvaging”
As a Daily Action, any Survivor may attempt to Salvage an Item from the sea by rolling DICE10 in the GNDT. If that Survivor rolls a 1, then they may arbritrarily select an Item which a human is able to carry, and add that to the Items they own, with an Uncertain Flag and a Damp Flag. If a Survivor rolls a 2,3,4,5,6,7,8,9 or 10, then they fail to gain any items that day. No Survivor may make an attempt to Salvage more than once each day.
Thought this would be an interesting dynamic to slowly increase the number of items aboard the lifeboat. I’m thinking that this would be later amended to further specify which items people receive, and their qualities, but this would make a start.

It’s a bit of a grind mechanic (there’s no real reason not to do this every day), but given that flooding the lifeboat with food and equipment is likely to end up benefitting the group more than the individual, I think we can live with it.
