I just took the Elevators and Escalator around the building and named every unnamed floor except 1, 7 and 19. Now all we need to do is come up with appropriate functions for the named floors and we’re all set for a crazy metadynasty.

I didn’t summon an elevator. I took the Escalator to the ground floor and rode the Elevator up.
Also the elevators never say you can ride them, or use them in any way to get to another floor.
Indeed. You may only summon the elevator once for each proposal you authored which was enacted; and the summoning must occur within 24 hours of that enactment. And, of course, you may only ride the elevator often.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
