In rule “Phil the Groundhog’s dictum”, change the following sentence:

Every Monday at 00:00:01 UTC, all Dynastic rules that don’t have “Groundhog” in their titles are immediately repealed.

So that it instead reads:

Every Monday at 00:00:01 UTC, each Dynastic non-Groundhog rule (or sub-rule) is immediately repealed. A rule (or sub-rule) is considered Groundhog if it has “Groundhog” in its title.

If each Bill Murray’s EVC contains the phrase “Groundhog is an expensive word”, create a sub-rule “Groundhog is an expensive word” to rule “Phil the Groundhog’s dictum”:

For the purposes of enacting a Proposal that would create a Groundhog rule when enacted (or rename an existing rule to make it a Groundhog rule), the Weatherteam is considered to be one fourth higher than normal (rounded down).
