If I understand correctly, Time has not been Advanced and cannot be. This should kick up the cycle.

I don’t think this needs to be a proposal, you just need to make a post saying that your are advancing time.

It hasn’t happened yet, so it hasn’t been at least 48 hours since the last occurrence. As such, it would be illegal. After this passes you can just make posts to the effect.
