I think your latter point is covered by the appendix, Josh—“If a set of valid values is not specified in their definition, game variables defined to hold numeric values can hold only non-negative integers. Any action that would set those values below zero is an illegal action unless explicitly otherwise stated in the Ruleset.”

this seems like one of those things that is only useful in situations where it can be abused. any time actions can be done with unlimited constraint seems ripe for danger.

I like how this establishes that having more of a good thing is strictly better than having less of it. Future proposals adding ‘good things’ should also add a sentence to this paragraph.
