Proposal: Keep Derelicts Moving

In the rule “Hiveminds,” after the bullet point “If the Hivemind is Awarded Victory, how to decide which of its members achieve victory,” add

• Any special rules for that Hivemind (if applicable).

Create a new Hivemind, “Shortwave Communicators,” with charter:

• Any Shuttle may join Shortwave Communicators at any time.
• A Shuttle in Shortwave Communicators may cause another Shuttle in that Hivemind to act if the first Shuttle and the second Shuttle share an Orbit Number.
• If Shortwave Communicators is awarded victory, all of its members achieve victory.
• Derelicts do not count in determining how many members are in Shortwave Communicators.
• A Derelict may leave Shortwave Communicators and join another Hivemind immediately as one GNDT action.

Put every derelict in the Hivemind Shortwave Communicators.

Making it just slightly easier to control the derelicts. I wouldn’t want to erase the waiting time in most hiveminds, but I figured that if I’m going to abduct every derelict into this hivemind then I should probably make it easy to get out.
