In Rule 2.1.1, replace “If the Soldier’s Target is now dead” with “If the Soldier’s Target is now dead, and if the Soldier has killed fewer than five Enemy Combatants as part of this daily action”.
In Rule 2.6, replace “When a Skirmish ends, the Experience of participating Soldiers shall increase by the number of Enemy Combatants involved who became Dead during the Skirmish.” with:-
When a Skirmish ends, the Experience of participating Soldiers shall increase by the number of Enemy Combatants involved who became Dead during the Skirmish. If the only Soldier to gain XP from a Skirmish would be the Scout of that Skirmish, then that Soldier instead gains zero XP, as nobody believes their story.
If any Soldier has killed more than five Enemy Combatants in a single daily action, between this proposal being put forward and enacted, all Combatants killed by that Soldier shall be restored to full health as if they had never died. If a Soldier has gained XP from a Skirmish and was the only Soldier to do so, that XP shall be deducted from their total.

I totally missed this somehow when proposing my loophole fix. I think they both could work.
