Proposal: Keep your fuel in your tank, not your bay

Times out and fails 1-3. -Bucky

If the proposal “Controlled Substance” passed, in the rule “Substances”, change the text
“Anything which can be stored in a Bay or is found in a Container is a Substance” to “Anything which can be stored in a Bay or is found in a Container is a Substance, except for Fuel”

Destroy any Fuel that is somehow in a Bay.

“Each Shuttle has a Bay, which may contain zero or more tonnes of each Substance which a rule allows to be added to a Shuttle Bay.”

So, barring arguments from tautology, Fuel can’t be in a Bay; Containers explicitly do not allow it, and the only other ways to get a Substance into a Bay are mining and trading.  Assuming Controlled Substance passes, it would only be a Substance because Fuel Containers exist.

against Right, so what does this Proposal do? All it does is prevent hypothetical fuel carriers, which I like as well as Doctor29.

It keeps people from spending Fuel at an Orbital Dockyard to upgrade their engines, for one.
