Reword the second paragraph of the rule entitled Turn-based Actions as follows:

Main Actions are actions that have a Cost in AP (which must be spent in order to perform the Main Action), which is 1 unless otherwise stated. No Gladiator can take more than 3 Main Actions in any 24-hour period. Whenever a Gladiator attempts to take a Main Action, if they are able to Refresh first, they automatically do so.

Any actions performed during this Dynasty that were not Main Actions are retroactively considered to have cost 0AP.

There were several shovings that were performed before shoving became a main action. If we retroactivly change their cost to 0AP, we would have to do a lot of bookkeeping to set everything right.

Also, see the CfJ-discussion as to why I do not believe we have a problem with anything costing something.

Well, there were two. Granted this is an overlooked effect but it’s hardly onerous to set right.

Regardless of whether there’s a way to finesse the wording so that there’s no current wording, though, it’s still currently sloppy, and there’s no harm to rationalising the keywords.

Indeed, I don’t think that retroactively making non-main action shoves cost 0 AP will do anything because it’s already a new turn, which means everyone’s AP would reset anyways.
