A Henchman may not use more than one Free Plane Ticket in a 48 hour period.
A Henchman will receive 1 Frequent Flyer Mile per Free Plane Ticket trip. Free Plane Tickets and Frequent Flyer Miles may be voluntarily transferred to other Henchmen. Because of the worldly wisdom gained through such travel, ten Frequent Flyer Miles may be cashed in by a Henchman for the the ability to equip once the next more powerful weapon in the Storage Zone that the Henchman would not normally be qualified to equip.
Free Plane Tickets and Frequent Flyer Miles will be tracked on the GNDT.
All Henchman conspiring voting on this proposal receive one Free Plane Ticket.

Also, I think it would be better to accumulate FFMs each time you change location, and you can spend 10 FFMs to get a Free Plane Ticket.
