I might still be able to argue that 1 and 11 are adjacent because they are literally next to each other on the 10x10 grid, you may want to make it exclusive with an ‘only’ in there, like

“Only spaces with position numbers that are contiguous integers are considered adjacent for all Dynastic Rules.”

This should probably remove/replace the existing “Each subrule under this rule is known as a Local Rule.” sentence, otherwise the rule will contain two sentences that contradict each other.

Agreed with ais - instead of “add” you need “replace”. This might get voted down if it introduces conflicting sentences.
