Add the following as a new rule, called Leadership:
A Cell can be a Leader, and defaults to not being a Leader. Whether or not a Cell is a Leader is privately tracked by the Ministry of Information.
Make all Cells who had Adherents working in the Committee Hall at the start of Cycle 6 be Leaders.
Oh! Yeah, I don’t think Collaborators should have to be leaders, that makes no narrative sense to me, which was why I put it that way in New World Order in the first place.
Oh, fair enough, looking at the proposal history Sweetness and Light did explicitly remove “Non-Leaders cannot achieve victory” when adding the Collaborator Victory. I thought Shredder Party had taken it out by accident when rewriting the whole rule.
CoV since this doesn’t actually benefit me. 
Fix the rule first, give everyone a fair shot at the building now that it’s restarted.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
