Create a new rule called “Rewinding Time”,

As a weekly action a Tourist can Rewind Time. To do so, the tourist spends any number of Shine Sprites that they own (only positive integer amounts may be spent, zero is not positive). The Shine Sprites spent this way are added to the Tour Guide’s Shine Sprites. Then, the tourist that took the Rewinding Time action reverts all gamestate changes that ocurred in the last X hours, where X is the number of Shine Sprites spent for this action. Spending Shine Sprites this way shall not be reverted. Then, if that Tourist made one or more proposals during those last X hours, those proposals are declared illegal and not considered as valid proposals.

I’d vote for without the proposal thing, making it only gamestate values not proposals, mostly because it’s a way to free up all your proposal slots if you have the sprites.
