Proposal: Less Power to the Systems

Add a subrule to the rule “Subsystems”. Call it “Power Sources” and give it the following text:

A Machinist who has not Moved since the most recent instance of Passing Time may spend 1 Coal to increase the Power of any Facility in the Megasystem they inhabit by 1. If they are inhabiting the System of Motion, they may increase the power of a second Facility in the System of Motion by 1.

As a Mechanized Action called Residing, a Machinist who has been in the System of Dwelling for at least 48 hours may increase the Power of any Facility in the System of Dwelling by two.

After the fifth step of the Passing Time atomic action in the rule “Time’s Passage”, add the following step:

* If the System of Control is not Destroyed and there is a Facility in it called the “Distributor”, increase the Distributor’s Power by 3 to a maximum of 10.

If we’re now into the second act where all proposals are weighed up between “how much does this help me”, “how much do I want to bluff that this helps me” and “how much might this help the proposer complete multiple angles of an obscure Agenda I can only guess at”, I judge…

No. I intend to weigh up those three factors. With more weight on the third now that you know what Agendas you have. That’s the game now for everyone, isn’t it?

I would assume the third point to be relatively weak on this proposal, on account of the fact that it can’t be particularly tailored my specific combination of agendas, and therefore that if you vote against this because of the third factor, it’d virtually prohibit voting for any of my future proposals.

In actuality, you severely overestimate how much my interests lie in promoting my own victory at this stage, when they’re really more about setting up a fun or at least playable game.

I can imagine an argument being made that a very specific Agenda of “have two powered Facilities in the System of Motion, and have a Facility called Distributor with a Power of exactly 9” would be reviewed for inclusion by the Emperor based on the ruleset at the time of the check, rather than potential future rulesets.

But yes, that angle is relatively weak for this one, it’ll be stronger going forward.
