You probably want “As an atomic action that cannot be taken if a Leader has performed it in the previous 48 hours” – as written, this attempts to force the Leaders to perform the action every 48 hours exactly, and has no way to recover if they don’t (which they probably won’t because nobody’s accurate enough to hit an exact time every two days).

The first sentence is also grammatically incorrect (there’s probably a typo in there somewhere, but I can’t figure out where specifically it is). I think I would probably phrase it as “Each Territory has a Level, a publicly tracked integer defaulting to 0.”

This is also very short for a rule – it would probably make sense as a paragraph in “The Tribunan-Ashen Divide”.

“Island” feels like a poor choice of words, given troops can be anywhere but Island implies water is aorund them. Maybe something like “Mountain”?

The wording of the atomic action is also a bit weird. The way it is phrased, it sounds like leaders *have* to do it every 48 hours. its also a bit unclear if one leader does it or both leaders do it, would be good to clarify that. Finally, would be good to clarify if the leader picks if they increase or decrease the height of land or if they randomly pick to increase or decrease it.

Right now, this gives potentially gives whoever gets to take the action a big strategic advantage. I think that is fine, if both jumble and lemon get to take the action; but if you’re limiting to “only one leader can do this every 48 hours” I think there shouldn’t be an advantage to who does it.

“As an atomic action that can be taken if neither Leader has performed it in the previous 48 hours, both Leaders may randomly choose 5 non identical Territories.” doesn’t really work. Because once one of them performs the action, the statement will no longer hold true.

I think something like

“If they have not done so within the last 48 hours (even if another Leader has done so), a Leader may…”

would work best

making both leaders take the atomic action Together is really weird and not what clucky meant, i don’t think; the randomness is more important
